Author Registration

📢 Announcement! As ICMCEL 2025 did not receive sponsorship from IEEE, we informed all authors on September 1, 2025, via an email titled “ICMCEL 2025 – Frequently Asked Questions (FAQ).” In that communication, we stated that since IEEE sponsorship had not been secured, the proceedings would not be indexed in IEEE Xplore and, consequently, would not appear in Scopus. Therefore, authors whose primary objective was indexing in IEEE Xplore were advised not to register for ICMCEL 2025. This information was also published on our website.

On September 4, 2025, we sent another email to authors who had submitted their camera-ready papers, with the subject line “[ICMCEL 2025] Important Updates and Registration Information.” In that message, we informed authors that, in response to numerous requests for reduced registration fees, the conference would be held entirely online/virtually. Accordingly, registration fees were reduced by 30% across all categories, and the updated deadlines were set as follows: Early-bird registration: September 15, 2025 , Regular registration: September 20, 2025

All of this information was clearly communicated to authors via email and on our website well before registration began. Unfortunately, despite these efforts, the number of registrations received up to September 9, 2025 (11 days before the regular registration deadline), has remained very low, primarily due to the lack of IEEE Xplore indexing. With deep regret and after careful consideration, we must inform you that we are no longer accepting registrations and have made the difficult decision to postpone the conference indefinitely. We have withdrawn all accepted papers from the conference in Microsoft CMT. This decision was taken 11 days prior to the regular registration deadline to give authors sufficient time to submit their work to other suitable venues without delay. We sincerely apologize for the disappointment this may cause and greatly appreciate your kind understanding.

Authors who have already registered will receive a full refund within 10 working days, and no later than September 20, 2025. Refund requests have already been submitted through our payment gateway, and authors will receive the refund via their original method of payment. Corresponding authors have already been notified via separate emails. We sincerely regret the inconvenience and greatly appreciate your understanding. The registration portal is now open. At least one author of each paper must complete the registration to ensure its presentation and publication. Please read all the information below carefully before proceeding with registration.

A. Conference Mode & Reduced Registration Fee

To address numerous requests for reducing registration fees of papers and related expenses to authors, it has been decided that ICMCEL 2025 will be held entirely online/virtually. In line with this change, we are pleased to announce a 30% reduction in registration fees across all categories. This decision will also help reduce authors’ travel and accommodation expenses. In addition to that, participants will also continue to benefit from the previously announced student discounts, IEEE member discounts, and multiple-paper discounts.

B. Indexing of ICMCEL 2025

The ICMCEL 2025 Proceedings will be published in Axionis Press and indexed in Google Scholar, Semantic Scholar, CORE, BASE, and other major indexing services.
Please note that, as ICMCEL 2025 has not received IEEE sponsorship, the proceedings will not be indexed in IEEE Xplore and, consequently, will not be indexed by Scopus. If your primary objective is to have your paper indexed in IEEE Xplore, we advise you to refrain from registering your paper for ICMCEL 2025.

C. Withdrawal Policy of ICMCEL 2025

If you believe that ICMCEL 2025 is not a suitable venue for your work, or if you do not wish to have your paper included in the conference proceedings, you may withdraw your submission by simply not registering your paper. No formal withdrawal request through email is required.
If you wish to withdraw your paper after registration, you may do so by emailing us before the main conference; however, the registration fee will not be refunded. Withdrawal will not be permitted after the main conference.

D. Open Access(OA) Policy:

ICMCEL 2025 is technically sponsored by Axionis Press. All accepted papers will be published Open Access (OA) by Axionis Press at no additional APC charge to registered authors.

E. Program-Specific Details:

The Organizing Committee of ICMCEL 2025 comprises a group of dedicated researchers worldwide, carefully selected, endorsed, and sponsored by Axionis Press, a new but emerging academic publisher committed to disseminating high-quality empirical research. As part of its initiative to promote open and accessible science, Axionis Press is sponsoring the publication of conference proceedings as Open Access (OA) at no cost to authors through December 2025. Axionis Press is actively involved in sponsoring and organizing conferences worldwide, and we are pleased to inform you that ICMCEL 2025 is among the conferences under its sponsorship.
All other program details, which directly depend on the total number of registered participants and the proportion of online/in-person attendees, will be released once the data is compiled following the conclusion of the early-bird and regular registration periods.

G. Registration Procedure

At least one author from the paper must register to present it. The “Presenting Author” is the author who will present the paper during the presentation; they do not need to be the first or corresponding author.
As the conference mode has been changed to fully online, we are no longer registering under the ‘General Attendee’ category.
Student discounts are available to full-time/part-time students (undergraduate, master’s, or PhD) enrolled in an accredited academic institution at the time of registration. Proof of student status (e.g., valid/unexpired student ID) must be provided in PDF format.
IEEE member discounts are available to active IEEE members. Proof of membership (e.g., IEEE membership card or confirmation email) must be submitted in PDF format at the time of registration. The uploaded document should clearly show the member number and validity.
Each submitted proof will be verified by the conference organizers after registration is complete. All documents and information provided must be 100% genuine and valid. Any intentional submission of invalid, altered, or misleading documents or information will result in immediate rejection of the paper from the conference.
Authors with multiple papers will receive an additional 30% discount on each paper starting from the 2nd paper onward.
Early and regular registration rates are determined by the timestamp of successful payment.
- Early Bird Registration: Authors who complete registration on or before September 15, 2025, 11:59 PM BST will receive a discounted registration fee.
- Regular Registration: Authors who complete registration after September 15, 2025, 11:59 PM BST until September 20, 2025, 11:59 PM BST will pay the regular registration fee.
All registration payments are non-refundable. If you wish to withdraw your paper after registration, you may do so by emailing us before the main conference; however, the registration fee will not be refunded. Withdrawal will not be permitted after the main conference.
